We at OpenGov are seeking a highly capable and strategic Senior Manager of Talent Acquisition to drive our recruitment operations and strategy in Pune, India. In this role, you will be responsible for overseeing the full recruitment lifecycle, managing a high-performing team, and ensuring alignment with our hiring goals across technical and non-technical functions—especially within engineering and product development. You’ll play a critical role in enhancing our employer brand, improving recruiting efficiencies, and leveraging modern tools and technologies to secure world-class talent.

Key Responsibilities

  • Talent Acquisition Strategy:

    • Design and execute a talent acquisition strategy aligned to business goals, workforce plans, and talent needs for our India operations.

  • Sourcing Innovation:

    • Develop and execute creative, scalable sourcing strategies leveraging multiple channels (AI tools, social platforms, job boards, referrals, events, etc.) to attract qualified candidates, especially in engineering and product roles.

  • Team Leadership:

    • Lead, coach, and mentor a team of recruiters to ensure operational excellence and strong delivery across all open roles.

  • Stakeholder Partnership:

    • Collaborate with hiring managers and department leaders to deeply understand talent needs, improve the hiring process, and deliver timely and high-quality hiring outcomes.

  • Recruitment Metrics & Reporting:

    • Monitor hiring metrics (e.g., time-to-fill, pipeline quality, conversion rates) and deliver regular insights to senior stakeholders for data-driven decision-making.

  • Candidate Experience & Process Optimization:

    • Champion a seamless, engaging candidate experience. Optimize the use of ATS (Ashby) and other recruitment technologies for scalability and effectiveness.

  • Employer Branding:

    • Contribute to building and promoting a strong employer brand in the local market through targeted campaigns, events, and community engagement.

  • Campus and Early Talent Programs:

    • Build partnerships with universities and lead campus recruitment programs to strengthen our entry-level talent pipeline.

  • Vendor Management:

    • Manage and evaluate recruitment agency partnerships to ensure alignment with hiring goals, SLAs, and budget.

  • Market Intelligence:

    • Stay informed on market trends, labor laws, and competitive intelligence to adjust strategies accordingly.

Qualifications & Experience

  • 8+ years of experience in talent acquisition with a strong track record in technical recruiting, including 2–4 years in a people management or team leadership role.

  • Experience in scaling hiring efforts in a high-growth technology or SaaS company.

  • Demonstrated success in high-volume hiring, including engineering, product, and business roles.

  • Proficiency in modern recruiting tools and AI-enabled sourcing platforms.

  • Strong interpersonal skills with the ability to influence, collaborate, and communicate effectively across all levels.

  • In-depth knowledge of the Indian talent landscape and recruiting compliance practices.

  • Experience using and optimizing ATS platforms, preferably Ashby.

  • Bachelor's or Master’s degree in HR, Business, or related discipline.

Preferred Qualifications

  • Experience working in a global or matrixed organization.

  • Certification in talent acquisition, recruitment strategy, or employer branding.

  • Familiarity with AI-enabled recruitment automation and pipeline management tools.
